[PROJECT NAME] Smart Animal and Plant Quarantine
[PROJECT OVERVIEW] To address the challenge of effectively identifying small, irregularly shaped live "exotic pets" in postal and express parcels, China Customs developed an intelligent live "exotic pet" detector using highly integrated radar detection technology. This device enables rapid and accurate detection of live animals in postal and express parcels. It has secured 6 national invention patents, with 1 invention patent publicly disclosed.
[PROJECT DETAILS]
The intelligent live “exotic pet” detector employs millimeter-wave radar technology to achieve millimeter-level precision in identifying vital signs, enabling smart, fast, and accurate detection of live "exotic pets" in postal and express scenarios.
I. Key Features
1. High Detection Rate, Low False Alarm Rate. Over 90% of parcels containing live animals trigger alarm signals after inspection, while for parcels without live animals, the false alarm rate is below 5%.
2. IoT Connectivity. After one device at the port detects a live “exotic pet”, the data can be shared across devices.
3. Integration with Existing Systems. The detector operates in tandem with CT scanners, completing inspections within 6 seconds. Scanning the package tracking number enables a side-by-side comparison display on the CT machine terminal.
II. Technological Innovations
1. Multiple highly integrated radar spectroscopy detection modules and high-gain, miniaturized 3D antennas are employed to perform array-based joint detection. By using "micro-Doppler inter-pulse segmentation technology" and "micro-Doppler inter-frame accumulation detection technology", it can accurately extract sub-millimeter micro-movement signals and precisely monitor the vital signs of exotic pets.
2. The device employs a deep neural network incorporating an integrated spatial attention mechanism. By focusing on the spatial features of radar signals, it utilizes incremental training algorithms supported by extensive data collection to achieve highly accurate identification of living targets.
3. Following a “data-driven, intelligent iteration, precision targeting” approach, a full-process self-evolving learning mechanism has been established. By leveraging real-time feedback data from express mail inspection sites and a cloud-based model parameter optimization engine, the system continuously improves detection accuracy and reduces false positives. This creates a closed-loop framework in which intelligent risk assessment capabilities evolve autonomously in tandem with business growth.
III. Achievements
Since June 2024, the device has been deployed at inspection sites across many China Customs directly subordinated districts. To date, the devices have intercepted more than 2,000 "exotic pets". Comparative data with manual inspections shows the detection rate increased by nearly 90 times, while unnecessary unpacking was reduced by over 90%. This has significantly enhanced China Customs' interception efficiency for live animals like “exotic pets” and improved supervision of invasive species.
