Under the premise of ensuring data privacy, security, and regulatory compliance, this scheme leverages the International Trade "Single Window" to pioneer cross-border data exchange standards and innovate declaration procedures. By establishing automated pre-declaration data translation and cross-border transmission channels, it achieved "one-time entry, dual-location use", allowing enterprise pre-declaration data sharing and access between Mainland China and its Special Administrative Regions—Hong Kong and Macao. This significantly reduced manual data entry workloads and clearance costs for enterprises while enhancing the efficient flow of cross-border trade elements, thereby elevating trade facilitation across the Greater Bay Area.

This scheme has significantly enhanced the cross-border flow of goods between Mainland China, Hong Kong, and Macao, thereby improving the efficiency of cross-border trade facilitation among them.
1. Enterprise Pre-Declaration Data Sharing and Access. The International Trade "Single Window" platform has been leveraged to upgrade enterprise declaration functions, establishing an intelligent data-sharing system for pre-declaration of import/export goods between Mainland China and its Special Administrative Regions—Hong Kong and Macao, which broke down data barriers. The previously implemented "Single Submission for Dual Declaration" Scheme for road cargo manifests between Mainland China and Hong Kong reduced the number of mandatory data fields required from Hong Kong enterprises—from nine to zero. Meanwhile, for general trade goods between Mainland China and Macau, the same scheme cut the required manual entry fields from 24 to 3, an 87.5% reduction, slashing communication time and document transfers while lowering compliance costs.
2. Pioneering Standards and Paths for Cross-Border Data Exchange. While ensuring robust data security, standardized translation rules were established for key declaration elements (e.g., HS Codes, product names) required for customs clearance between Mainland China and its Special Administrative Regions. Automated system translations enabled seamless cross-border data transfers, providing essential data support for practical operation scenarios like the auto-translated declaration elements in cross-border trade between Mainland China and its Special Administrative Regions. This fosters data interconnectivity, resource sharing, and operational synergy in the Guangdong-Hong Kong-Macao Greater Bay Area, facilitating regional clearance.
