[PROJECT OVERVIEW] China Customs is actively advancing the development of the International Trade “Single Window” by integrating systems with port authorities. We established data links with terminals, storage yards, tally companies, cargo stations, and other regulatory sites, consolidating port data resources into a comprehensive clearance big data pool. This initiative created a one-stop cross-border trade service platform, driving the digital transformation of ports. The "Single Window" expanded its functions from port clearance services to full-chain cross-border trade services, further facilitating cross-border trade clearance.
[PROJECT DETAILS]
1. Paperless Declaration for One-Stop Cross-Border Trade Services. Enterprises can submit import/export documentation electronically via the International Trade "Single Window", eliminating repetitive paper submissions and cumbersome approvals. Data is efficiently processed, stored, and transmitted through the International Trade “Single Window” platform, significantly improving efficiency for both enterprises and authorities. To date, the International Trade "Single Window” has achieved system integration and data sharing with 30 port-related departments, offering over 900 services across 25 categories, including cargo declaration, manifest submission, transport vehicle reporting, qualification issuance, certificate application, and tax payment. Enterprises can complete all trade-related processes by submitting all required information through a unified portal, supported by multi-channel access—such as web, mobile apps, and direct system integration—to meet diverse needs.
2. Information Sharing for Collaborative Port Oversight. We enhanced inter-agency coordination by interconnecting port authorities' systems via the International Trade "Single Window”, maximizing document sharing and joint supervision. This reduced manual data entry and compliance costs for enterprises while boosting enforcement efficiency. For example, all regulatory documents required for import/export can now be processed through a "single acceptance" system with online verification. Export tax rebates reuse customs declaration data, cutting 90% of manual input and speeding up processing while preventing fraud. International vessels submit a unified declaration to customs, maritime, and immigration agencies, replacing serial approvals with parallel reviews and eliminating paper submissions.
3. Innovative Scenarios for Extended Trade Support. Beyond its comprehensive basic port enforcement services, we extended the International Trade "Single Window" service to trade-related sectors like finance and logistics through industry partnerships. Innovative “Foreign Trade + Finance” service: we connected enterprises with financial institutions to provide online financial services, allowing them to conveniently access international settlements, credit insurance, and financing loans without leaving their offices. Innovative "Clearance + Logistics" service: we actively collaborated with airports, ports, airlines, railways, and freight stations, integrated information across all stages of customs clearance and logistics, and drove standardization, process optimization, and operational collaboration, significantly improving operational efficiency at ports of entry.
4. Global Connectivity for Trade Facilitation. We leveraged the International Trade “Single Window” as critical infrastructure to interconnect with trading partners’ systems, enabling data exchange to streamline cross-border trade. Electronic sharing of certificates of origin, quarantine documents, and AEO data with 15 countries/regions, including South Korea, New Zealand, Chile, and the EU, helped enterprises maximize benefits and accelerate trade.
5. Smart Technologies for Efficient Enterprise Services. We leveraged cloud computing technology to enhance the platform’s computing and storage capabilities, enabling enterprises to access International Trade “Single Window” services around the clock, anytime and anywhere. We utilized big data technology to conduct in-depth data mining and analysis, providing enterprises with market insights and decision-making support. We developed an intelligent recognition and data entry service that automatically identified, extracted, and processed key information from trade documents, significantly reducing manual intervention and errors. We also created an intelligent verification service for application submissions to promptly notify enterprises of any errors in their applications. Additionally, we built an intelligent customer service system, with over 50% of enterprise inquiries automatically handled and answered by smart online customer service.
