[PROJECT OVERVIEW] As an innovative trade model, cross-border e-commerce shortens supply chains by directly connecting manufacturers, trading companies, and consumers, offering greater flexibility and convenience to meet consumer demands. However, the massive volume of transactions and high expectations for customs clearance efficiency have placed significant pressure on traditional manual processes, leading to delays and increased risks of illicit trade. These challenges necessitated new approaches to customs supervision. Building on the WCO Framework of Standards on Cross-Border E-Commerce, China Customs established data linkages between customs authorities, e-commerce platforms, payment providers, and logistics companies. This enabled real-time verification of electronic orders, payment records, and shipping documents ("Triple Data Matching"). By consolidating resources from customs, enterprises, and other regulatory agencies, we expanded access to end-to-end supply chain data and developed a big data analytics platform for cross-border e-commerce. The platform comprehensively assesses risks such as fraudulent transactions and non-compliant goods, establishing an intelligent supervision model tailored to the unique characteristics of this emerging sector. The goal is to ensure robust yet efficient oversight.

I. Key Approaches
1. Innovative "Triple Data Matching". Leveraging the fully electronic and digital nature of cross-border e-commerce, China Customs utilized the International Trade "Single Window" platform to enable real-time data exchange with e-commerce companies, payment providers, and logistics firms. This replaced traditional paper-based documentation, as these entities transmitted standardized electronic orders, payment records, and shipping details to customs. The Customs management system automatically verified data consistency across different sources to enhance oversight of transaction authenticity. At the same time, for high-risk import transactions, China Customs introduced the “China Customs Mobile” APP and WeChat mini-programs, allowing consumers to directly confirm transaction validity online.
2. Big Data-Driven Risk Analysis. China Customs integrated multi-source data from enterprises, tax authorities, foreign exchange systems, and commerce departments to create a comprehensive "big data pool" covering the entire import-export chain. Using big data technologies, we cleaned, deduplicated, and standardized vast datasets, extracting key features (e.g., transaction frequency, commodity prices, delivery addresses, product specifications). Advanced analytics and AI-powered risk assessment surpassed traditional single-dimensional analysis, continuously strengthening our risk control capabilities.
3. Electronic Tax Payment for Cross-Border E-Commerce Retail Imports. China Customs developed an e-payment system for import duties on cross-border e-commerce goods. After signing tripartite agreements with enterprises and banks, enterprises could query pending tax bills via the International Trade "Single Window" platform and complete payments with one click. Payment confirmations were instantly synchronized with customs systems, automating clearance procedures.

1. Boosted Growth of Cross-Border E-Commerce. The “Triple Data Matching” among different parties and precision risk analysis enabled “second-level clearance” for imports/exports.
2. Enhanced Transaction Authenticity Controls. Online consumer verification replaced manual phone confirmations by field officers, improving efficiency and consumer experience while expanding tech-driven supervision methods.
3. Streamlined Tax Payment for Enterprises. Processing time shrank from 2–3 days via counter payments to just 30 seconds electronically, fulfilling our goal of "data mobility over corporate legwork".
