[PROJECT OVERVIEW] This project broke down cross-border trade data barriers between China and Singapore and facilitates data exchange through the “Single Window”, enabling container logistics data connectivity between ports in Chongqing and Singapore. By providing real-time data, this project powers pre-arrival risk analysis for Customs authorities and end-to-end visual tracking for enterprises. In addition, China Customs and Singapore Customs have initiated diverse twinning cooperation, like Customs declaration data reuse, cutting cross-border trade communication costs for enterprises.
[PROJECT DETAILS]
Through this project, China and Singapore have achieved significant results in the digital border connectivity via data exchange, logistics tracking, and information sharing.
1. Real-Time and Whole-Process Logistics Tracking. A data exchange channel was established via the “Single Window”, thus stakeholders can carry out real-time tracking and smart inquiry of the whole process of cargo logistics between Chongqing and Singapore ports. Since its launch in 2019, the dynamic information of over 1.2 million containers and vessels has been shared, sharpening the predictability of Customs clearance and transportation, enabling enterprises to adjust sales and production plans on the fly, and lowering the threshold for global trade.
2. Pilot on Data Reuse (Single Submission for Simultaneous Declaration). With a single click, the pilot enterprises can convert their export declarations to China Customs into Singapore’s import declarations. By the application of technologies, the burdens of manual data entry get eased while improving clearance efficiency, setting a benchmark for future practices.
3. Supervision of Aircraft Parts. By linking unique serial numbers of aircraft parts to bilateral data verification systems, the project enables logistics traceability of the parts used by Singapore Airlines for aircraft maintenance. This allowed Singapore Airlines to set up a bonded warehouse in Chongqing to centrally manage aircraft part replacement across multiple airports, including Shanghai, Shenzhen, Chongqing, and Chengdu, thereby reducing operational costs by 20%.
4. Cross-Border Risk Information Sharing. The project also facilitates the sharing of risk-related information, such as port epidemic monitoring and product safety. Pre-arrival risk analysis and joint risk control can be conducted to safeguard the security of regional supply chains.
This project has fostered a favorable business environment for enterprises with lower clearance costs, optimizing procedures, and enhancing efficiency. Its adaptable framework offers valuable insights for Customs administrations in other countries/regions. At the same time, the project has gained widespread international recognition. This project:
