Main content: This course analyzes the critical role of international (regional) customs enforcement cooperation in global anti-smuggling mechanisms. Highlighting the cross-border, organized, and specialized nature of smuggling crimes and their threats to global supply chain security, it illustrates how customs administrations worldwide strengthen collaboration through criminal judicial assistance and administrative law enforcement mutual aid. Case studies cover China’s cooperation with international organizations including WCO, RILO AP, INTERPOL, UNODC, and UNEP. The course further showcases practical examples of advancing global anti-smuggling efforts through intelligence sharing, joint enforcement operations, and capacity building, focusing on China Customs’ leadership and participation in initiatives such as Operation DEMETER and Mekong Dragon. Outcomes include data and case analyses demonstrating effective suppression of waste trafficking, drug smuggling, and illegal trade in endangered species.
