BRICS Customs Capacity Building & Cooperation
In October 2024, President Xi Jinping announced the establishment of the BRICS Customs Center of Excellence during the "BRICS Plus" leaders’ dialogue in Kazan, Russia. Located on Gulangyu in Xiamen City, Fujian Province, China, the Center is developed based on the BRICS Customs Training Center (Xiamen).
The BRICS Customs Training Center (Xiamen) also serves as the Asia/Pacific WCO Regional Training Center, making it the sole internationally accredited training institution under China Customs with dual certification. In recent years, it has hosted nearly 100 international exchange activities organized by international bodies such as UNESCO, WCO, and WHO, as well as Chinese ministries including the Ministry of Commerce and the General Administration of China Customs (GACC). These events welcomed over 400 international guests from more than 60 countries and regions, receiving widespread acclaim. WCO Council Chairperson Edward Kieswetter and Deputy Secretary-General Ricardo Treviño conducted dedicated research visits in January and November 2024, respectively. In December 2024, the GACC initiated the development of the BRICS Customs Center of Excellence based on this foundation.
Centered on the theme of "Smart Customs," the BRICS Customs Center of Excellence represents one of the six initiatives under the "Smart Customs Cooperation Partnership." It aims to create an interactive platform for BRICS countries to advance Smart Customs development and cooperation, a shared hub for capacity building and collaborative exchanges, and a communication window showcasing China’s practical experience and achievements in Smart Customs practices.
The Center will demonstrate China’s exemplary cases in Smart Customs development and cooperation through on-site exhibitions, presenting experience and outcomes across multiple formats, domains, and dimensions. It will actively engage BRICS customs in capacity building and exchanges featuring "theory + practical training" and "operations + cultural immersion," collaboratively upgrading modernization management. Additionally, an official website for BRICS Customs Center of Excellence is established to publish BRICS cooperation updates, information on BRICS customs capacity building and exchange/cooperation, demonstration cases of China’s Smart Customs development and cooperation , as well as trade policies and customs regulatory requirements of BRICS nations. This will provide a convenient digital interface for BRICS customs to exchange Smart Customs development insights.
